VTS Leadership Responds to the Virginia Tech Massacre

The Virginia Tech shootings highlight the difficulty in striking a balance between security and our civil freedoms in an open society.

The situation is tragic, but there are lessons to be learned here, stated Anthony Kelly, Senior Partner with Victory Tactical Solutions. In order to get to those lessons, we need to resist the temptation to be overly critical of the law enforcement and university response when the information currently available to the public is limited due to appropriate investigative protocols being followed, he continued. Mr. Kelly referenced a VTS simulation that had been war gamed in September 2006 involving a terrorist group assault on a college campus. Planning efforts must be proactive, Kelly stressed, and also be designed from the outset to anticipate worst case scenarios. Paradigms cannot continue to shift in a piecemeal fashion, Kelly observed, although an attackers means may not be predictable, at this point their desired outcomes are. All planning efforts should build around that reality.
