Planning to meet
the threat
At VTS, our experience taught us that the
only way to prevent a catastrophe is to actively prepare
for it. Plan to prepare. Prepare to prevent. You cannot
write a policy, put it on a shelf to gather dust and
expect it to protect you. Successful preventive measures
are dynamic. They are competently rendered, and they
must continually be evaluated and updated. The nature
of today’s threat is fluid and your plan should
evolve to encompass the breadth and scope of the threat.
You won’t get a check list from us. We will
help you plan. We will help you evolve. Take
a good look at your organization from a different
perspective, from the perspective of the threat: the
terrorist, the would-be mass murderer, the individual
or entity that exists to inflict catastrophe. Are
your people safe? Are your facilities secure?
Any police officer will tell you, if
a criminal is sizing you up and you look like a victim,
you are likely to become one. Prevention starts with
posture.
Are you postured like a victim? Are
you a soft target?
Soft targeting and maximizing catastrophe.
We believe in planning for the worst case
scenario, because that’s what the attackers
are shooting for. Spectacular attacks are their
desired outcome.
Islamic terrorists, white supremacists,
eco-terrorists, disgruntled employees and desperate
criminals: recent history demonstrates that a small
group of motivated individuals with an imaginative
plan can wreak havoc upon the unprepared.

September 11, 2001: 19 attackers,
thousands dead.

Beslan School (2004): 32 attackers,
1200 hostages, hundreds killed; most of them children.

Columbine (1999), 2 attackers, 12
killed and 24 wounded; most of them children.

Oklahoma City (1995), 1 attacker,
168 killed, 850 wounded.

North Hollywood shootout (1997),
2 gunmen against 370 LAPD officers, 12 officers
and 8 civilians wounded.

42 attackers, 900 hostages, 129 killed

France (1982): 5 Russian-made rockets fired
at a nuclear reactor, narrowly missing the reactor

over 1200 attacks against property in excess of
$200 million in damages.
Conventional wisdom states that it cannot get much
worse.
At VTS, we regard today’s conventional
wisdom as complacency, courting disaster.
Much like generals in the military who
prepare to fight the last war, many experienced law
enforcement and community leaders are preparing to
defend against the last attack. More money,
bigger guns and more technology will not sufficiently
counter the threat. The problem
is that the next series of attackers have learned
the lessons of the last attack and have incorporated
those lessons into their strategy. When these attacks
succeed, it is because they are a surprise. Their
greatest weapon is their imagination, where lack of
imagination is one of the greatest weaknesses in the
efforts to stop them.
Can you remember the last time you heard
of one of these attacks foiled? It’s rare,
but it happens. It happens because the threat
is recognized, imagination is used and competent action
is taken.
